Lead author Dr Gabriel Tillman said the proportion of people surveyed who experienced gambling-related harm was equivalent to around 3 million Australians. New data on gambling in Australia reveals that around 3 million people are engaged in some form of harmful gambling, which is linked to financial stress, family violence and poor mental health. By adopting responsible practices, promoting safe gaming tools, and complying with global regulations, the industry can thrive while protecting its players from detrimental harm. Different regions around the world have adopted their own regulations to ensure responsible gambling. We believe that giving customers control over their gambling experience is essential in cultivating a safe and responsible wagering environment.

In October 2024, the NICC advised that The Star Sydney’s licence would remain suspended until at least March 2025 (with independent supervision also to continue until at least that time) citing that a decision to revoke the licence would have serious economic impacts on staff and connected businesses and stakeholders. Gaming machine and other equipment manufacturers, software developers and technical services suppliers selling products and/or services used for gambling-related activities typically have perpetual licences, which are often administrative in nature and remain on issue, subject to the payment of periodic fees. Gaming machine permits/licences have typically been perpetual in Australia, other than in certain states such as Vic, which operate for 20 years from August 2022 onwards. Apart from Vic (where the licence expired in 2022 and two new non-exclusive licences were issued, each expiring in 2042), the key keno licences in Qld, NSW and ACT expire in 2047, 2050 and 2064, respectively. In relation to wagering and betting, apart from the NT (where the licences expire in 2035) and WA (where Retail Wagering and betting is operated by the state), the expiry dates of current Retail Wagering Licences are also similarly long-dated and range between 2044 and 2100. Various states (including NSW and Vic) have implemented harm minimisation measures to cap the number of gaming machine permits/licences on issue in certain lower socio-economic areas. An application for a Corporate Bookmaker Licence issued in the NT, or an application for an On-course Bookmaker Licence, typically takes between three and six months for approval and can be made at any time.

Anyone looking to enter the Australian gambling market must carefully examine the laws and regulations in each state and territory. The key is to view gambling solely as entertainment and a way to spend leisure time. It’s essential to understand the responsible gambling definition before starting to play for money; this approach ensures safe betting. One of the requirements of responsible gambling policy is providing players with access to self-exclusion tools. Violations of the responsible conduct of gambling online contribute to the development of addiction among various categories of players in Australia. Biological, psychological, and social reasons can trigger uncontrolled betting.

That ensures you can keep betting as an enjoyable pastime rather than a stressful habit. Many experienced punters emphasise the mantra “Bet with your head, not over it,” which captures the heart of responsible gambling. For instance, thunder empire game you might notice pop-ups reminding you how long you’ve been logged in or offering “reality checks” if you’re on a long betting session. All legitimate bookmakers in Australia must provide tools that help you control your betting activity—like deposit limits, self-exclusion and immediate links to helplines. Responsible gambling involves betting in a way that keeps the fun factor intact while avoiding financial, emotional or social harm.

If you’re not being honest about how much you play or lose with yourself or with your loved ones, it’s usually an early sign that you have a problem. If you’re not playing for fun anymore, but feeling like you ‘have to win’, you’ll usually end up losing more. That’s usually when players lose the most, and worse, they turn to borrowing money to gamble, which can be detrimental. Gambling can become expensive very quickly, especially if you don’t have a pre-set budget (and rarely one does), or you’re not paying attention to how much you’re spending. Be honest with yourself about how much time and money you’re able to afford for gambling.

The AML/CTF Act also contains criminal provisions and it is possible that AUSTRAC may seek to apply these provisions in relation to non-compliance going forward. The introduction of the power for particular regulators to issue penalty infringement notices for certain gambling-related offences as an alternative to commencing court action has been a recent development in this jurisdiction. Although state and territory-based gambling regulators have historically shown a willingness to work cooperatively with licensees in relation to possible breaches of local laws (as a general comment, our observation is that regulator tolerance for non-compliance is reducing). Have fines, licence revocations or other sanctions been enforced in your jurisdiction? Whilst federal, state and territory laws and regulations are often capable of being contravened by directors and other officers of licensees, recent regulatory action has been taken against corporate licensees only. The regulator responsible for enforcing the Interactive Gambling Act, the ACMA, has consumer protection responsibilities and powers relating to the enforcement of prohibitions on providing or advertising illegal interactive gambling services. The Interactive Gambling Act provides that it is unlawful for overseas-based operators not holding a relevant state or territory licence to advertise or provide online gambling services to Australian residents. Are there any specific licensing or operational requirements for operators accepting digital currencies (including cryptocurrencies)?

These updates affect all licensed online gambling operators in Australia, and if a casino doesn’t follow the rules, it could lose its license. We're discussing engaging tutorials, interactive webinars, and community forums where players can share experiences and advice. These frameworks also typically include provisions for obtaining consumer consent before using personal data for direct promotional campaigns. Licensing conditions across gambling jurisdictions include age verification protocols to prevent minors from accessing betting platforms. If this continues, online gambling may soon replace traditional, in-venue gambling, particularly for young people.

On the other hand, if you’re playing games like blackjack or video poker, the rounds are a bit slower, so you can bet higher. If your gambling budget is A$1,000, it means that your single bets (per round or per spin) should be A$10 to A$20. A good rule is to keep your bets at around 1-2% of your total bankroll per round. Don’t forget to watch the clock from time to time to ensure you don’t lose track of time. Decide how long you’ll play, and close the game regardless of whether you’re winning or losing at the time. You should always decide how much you’re willing to lose before you even log in, and treat that amount as the cost of entertainment. These tools can be useful, but they can’t replace discipline and awareness when you’re actually playing.

Senet's specialisation spans various sectors within the gambling industry, including waging operators, principal racing authorities, casinos, lotteries, licensed gaming venues, social gaming providers and manufacturers. Senet is an Australian boutique law firm headquartered in Melbourne, specialising in gambling law and regulatory compliance in Australia and New Zealand and advising a diverse range of clients across the globe. The ACMA has a range of enforcement tools available to it which include directing internet service providers to block sites which are deemed to be operating in breach of the Interactive Gambling Act. This has included action taken by AUSTRAC in relation to casino licensees in Vic, NSW, Qld, WA and also SA examining money laundering issues (including those concerning ‘junket operators’). State and territory laws often also contain a range of offences in relation to unlawful gambling, which can include organising the unlawful event, as well as participating in it. Legislation prohibits bets being taken by a Corporate Bookmaker on the outcome of a lottery (that is, ‘synthetic lotteries’). The use of digital currencies (including cryptocurrency) for gambling purposes is not common in the jurisdiction and, in the case of online wagering and betting, was expressly prohibited following amendments to the Interactive Gambling Act in 2024. In addition, a number of Corporate Bookmakers have recently been required by AUSTRAC to appoint independent auditors to assess their AML/CTF compliance, with one subsequently entering into an enforceable undertaking with AUSTRAC.

The RGC team works alongside operators and regulators to ensure the right safeguards are in place to promote safer gambling in our communities. Some platforms have introduced “reality checks,” where players are periodically reminded of the time they have spent gaming and their spending habits. For example, the use of AI-powered chatbots that provide real-time feedback to players about their gambling habits is gaining traction. Global trends are shaping how operators, regulators, and players approach responsible gaming. Automated monitoring allows operators to intervene early, offering resources and tools to players before their behavior escalates into a more serious issue. This prevents underage gaming and helps track players’ gaming history to identify any signs of problematic behavior. Reliable identity verification systems work to guarantee that players are who they claim to be, and that they are legally allowed to gamble.
